Is "Bully" word as a pretext ?

"Bullying" is conflict with a Human rights, but now there are some group of people use a "Bully" word to use as pretext and protected themselves, and avoid that situation. "Why", because - they are not acceptable the truth - they are fear of not being accepted by others The question and words above that, TRUE OR FALSE ? (This survey is a small researching of student)
